This unusual shovel was designed to work in ground with a heavy clay content. The sucking action of wet clay would prevent a regular shovel from being lifted out. This shovel is marked W. P. A. (Works Progress Administration, one of FDR's projects to get the country out of the great depression) and is believed to have been used in the 1930's in the development of the Wentworth State Park on Route 109.
